Presently I have an Exchange Server 2007 running along with OWA and
active sysn. and System is running successfully.
However we had a requirement to forward all port 80 traffic to a
separate IIS serve in the LAN.

Is it possible for OWA and active sync to work via the new IIS server
which does not have exchange installed on it.

(I can run OWA on 443 and this creates lot of issues with mobile
devices with certificates
I can also rum the OWA and Active sysn on a different port like 81
and that also creates problems with some mobile devices that does not
support a port at in the configuration)

Sadly, no. You have already described the most usual resolution, which is
to forward SSL to one server, and plain HTTP to another. You could also use
ISA server.
