Looks like you can use the command below to reset the Language defaults to
English FOR ALL USERS.

Other option: Change folder language for all
If you want to change it for all the users, you can do it much faster using
the Exchange 2007 Power Shell.
Just fill in the following command:

Get-Mailbox | Set-Mailbox -Languages "en-US"

(Attention: The OWA language will also be changed for all users)

I believe the Managed Folder Assistant by itself can be started from a
command line using a Powershell cmdlet:
(where 'mailboxservername' is the name of your server)

Start-ManagedFolderAssistant -identity mailboxservername

Folks: Where is the "Managed Folder assistant" in SBS 2008?
I am using SBS 2008 Outlook Web access. My customer was expermenting and
he chose Spanish for his Language the first time he opened OWA. Now he
wants to set it back to English. I opened his account in OWA and looked
under options and then regional settings and there was a message that

Language
Which language do you want Outlook Web Access to use?
Choose language: English (United States)
"The language selected above does not match the names of some default
folders in your mailbox."
Then it gives me the option to Click the following...
Rename default folders so their names match the specified language
I clicked on that and after I saved it, I got a new message that said
"Your changes were not saved because of a Microsoft Exchange error." I
looked in the help section on OWA and I found the following... "Managed
Folders will not be renamed until your system administrator runs the
managed folder assistant.
Where is the Managed Folder Asssistant and how do I set the Langauge back
to English for this user?

Regional Settings
The options on the Regional Settings page let you configure the languages
that are available and the date and time formats. The language that you
select automatically adjusts the date and time settings. Changes to these
settings will take effect after you refresh the browser or log off and log
on again.
Language
The Language settings let you change the language that is used for Outlook
Web Access. The language settings are first configured when you log on to
Outlook Web Access for the first time. You can then use this page to
change those language settings at any time.
Choose language Use the list of supported languages to set the language
that you want Outlook Web Access to use.
If you choose a different language from the currently selected one, the
following link will be displayed Rename default folders so their names
match the specified language. Click this link to rename your folders in
the new language.
Note Managed Folders will not be renamed until your system administrator
runs the managed folder assistant.
