Looking for an approval/workflow tool

Hello , i'm looking for a tool to approve some of send mail before to send
them really to the internet.

For instance : someone must sent a email to a specific mail address, this
address is in the list for approval so the mail must be approved by his
boss before sending it.

Any advice?
